On May 22, 2018, Gavin Dennis published an article titled “No HTTPS on all top 14 Jamaican goverment ministry websites“.

The discussed the concern that when checks were done on May 21, 2018, none (0 of 14) websites of the Jamaican government ministries websites used HTTPS, which was very poor. The article briefly discussed the importance of HTTPS, provided solutions, and urged the government to fix the issue.

A highlight of his article
This is a very big issue but not because of the lack of HTTPS, but the fact that if you have not implemented HTTPS on all 14 primary websites then just imagine the other things security controls that were either ignored or overlooked.
